Why does not python3 depend on dh-python?

I get the following while trying to install python3:

dpkg-query: package 'dh-python' is not installed
Use dpkg --info (= dpkg-deb --info) to examine archive files,
and dpkg --contents (= dpkg-deb --contents) to list their contents.

What I can tell, every other Ubuntu release has this dependency.
