Didn't help after all. Plymouth is still using 100% CPU on reboot.

Now trying all the suggestions in 
https://bugs.launchpad.net/ubuntu/+source/ubuntu-gnome-default-settings/+bug/1536771

Disabled plymouth in Grub and dpkg-reconfigured it.
