According to the publishing history for this package (can be found in the upper right corner on the overview page, or see https://launchpad.net/ubuntu/+source/gstm/+publishinghistory) it was removed from bionic due to: "(From Debian) RoQA; unmaintained; depends on deprecated GNOME 2 libraries; Debian bug #891443" See also https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=891443.
