I can confirm this. dist-upgrade-ing from Feisty to Gutsy failed similarly due to /var/run/cupsys not existing. I run with cupsys stopped by default.Once I started cupsys and retried the dist-upgrade, the problem went away. But cupsys should not assume it is running (especially for a package with such a poor history).
