I seem to be able to put it in this state by running VMware workstation on my workstation from my notebook. At that point VMware says something about mismatched keyboards. Apparently VMware has hooks in gnome and adjusts the keyboard. Next time I login to the workstation (head) it gives me the infamous message: "The X system keyboard settings differ from your current GNOME keyboard settings. [...]"
Maybe this is a VMware workstation bug.
