The same issue was happening on arm64, the overly aggressive file-ioctl
stressor was performing FREEZE/THAW ioctls and this was blocking the
stressor.  I've currently disabled this stress test as I believe its is
a broken test; we sometimes get a race on freezing/thawing with a
missing thaw ioctl() causing the file system to be frozen forever,
causing the hang.

For now, I'm disabling this broken ioctl stress until I can figure out a
less stupid way to test this ioctl().
