Public bug reported:

I get 'xterm+thai' via 'ctrl+alt+t' in Lubuntu Bionic. But the good old
LXterminal is available via the menu. And LXterminal works much better
with various languages, for example Swedish.

This bug affects the live session as well as installed systems in
Lubuntu.
