BTW this could be an artifact from the migration to systemd
It actually mentions there should be systemd services but I haven't found one 
actually.
I only found /lib/systemd/system/cups.service (for IPP), but no LDP one.

So for now assuming you want an older LDP setup and following [2]
actually which desribed hwo to set it up via xinetd.

With that cups-lpd became available via xinetd, but didn't show the issue you 
mentioned.
Could you share the /etc/xinetd.d/printer you ahve set up, this seems not to be 
from a package.
