This happens my Mint too. Bluetooth keyboard is working after resume from suspend but mouse (Logitech M720 Triatlon) is not. bluetoothctl says Connected: yes .. no .. yes .. no But bluetoothctl: agent off/on helps (no need to use power and pair commands).
