The deadlock is not expected behavior. Due to the isolation level, the number of workers (e.g. 12 workers/3regions) and the fact that there could be IO starvation, its surfacing this issue. That said, changes to improve this and prevent the deadlocks are not backportable to 2.3 and are targetted for 2.4
