Can everyone check which version of the Intel microcode updates package
is installed? There's a suggestion the bug may be due to that. You
should see:

$ apt-cache policy intel-microcode
intel-microcode:
  Installed: 3.20180108.0+really20170707ubuntu16.04.1
  Candidate: 3.20180108.0+really20170707ubuntu16.04.1

This is the package that backed out the Intel 20180108 microcode with
the previous 20170707 release.

Please report back if hibernate still fails with the 20170707 microcode
and kernel 4.13.0-25 or later.
