I can confirm that this is not fixed in kernel v4.15-rc1.

I can see the device:

$ cat /sys/bus/thunderbolt/devices/0-1/device_name 
Thunderbolt to FireWire Adapter
---

.. but it doesn't show up in lspci, and it doesn't look like drivers can
bind to it (I'm trying with libffado). Cold- or hotplugging makes no
difference, the result is the same.
