Public bug reported:
[Impact]
The cppc-cpufreq driver fails to initialize on ThunderX2 systems, which is used
to communicate power configuration to firmware.
[Test Case]
sudo modprobe cppc-cpufreq || echo "Fail"
[Regression Risk]
The fix consists of clean cherry-picks from upstream that are restricted to a
single driver. Regressions would therefore be restricted to platforms that
support ACPI CPPC power management.
