I can confirm this behaviour for a Chuwi H13 Tablet with Kubuntu (Ubuntu 17.10). There are a couple of reports in the Chuwi forum, concerning tablets recently delivered.
The touchscreen does not work after install, dmesg and xinput will not show the device. Seems to be caused by a hardware change. I figuered that the touchscreen was expecting to be bind to "GDIX1002" instead of "GDIX1001". I replaced the string in the gt9xx driver code, compiled and that was it. Hope this helps.
