My Unity Launcher now works after installing the January 17, 2018 update from the Software Updater(gnome-software).
I'm a newbie so I wasn't able to use the fixes noted in the other comments but after the install, I clicked on the side panel and the Dash, File Manager, Chromium browser and the suite of Libre Office tools all worked. The Launcher seems stable and doesn't flicker off and then on. Also I can go to the wheel at the top right and shutdown the computer now. I have a Toshiba Satellite M645 (2011) Intel Core i5 CPU, 64 bit OS Ubuntu 16.04.3 LTS THANK YOU, Timo and all who tested this fix. I appreciate all the work. The good outcome of this, for me, was that I learned to use terminal commands rather quickly!
