I have two laptops - one was damaged (Xubuntu 17.10) and one was\is ok (Kubuntu 
17.10).

Before putting hdd from damaged laptop to ok one, I tried to run
workable Kubuntu in damaged laptop... Kubuntu tried to start (I saw logo
+ grub worked + cmd worked), but at the end no luck.

So simply putting workable hdd\OS in the damaged laptop in my case did
not fix the problem.

Regarding OS reinstallation. In my case I removed all partitions and
created a new ones via standard Partition Manager which is provided
during the installation of OS.
