The author (Arnaud Kyheng) mentions that the original goal of the package was to deal with large packages. I would go beyond that though, to simply see this as a network alleviation approach to the burst of traffic that Ubuntu mirrors would see in October and April.
Considering that torrent will scale up in correlation to leechers who become seeders (especially for small packages, leechers will become seeders quickly) we should see a much better scale when dist-upgrading. Currently the Software Sources item under Administration in Gutsy has an option to add sources that says " The APT line includes the type, location and components of a repository, for example 'deb http://archive.ubuntu.com/ubuntu/ gutsy main'."
