Public bug reported:

One of the lines in fstab specified an incorrect UUID and the system would not
boot.
The problem was that boot reported the disk *after* the incorrectly specified
disk.
The relevant lines in fstab were as follows

           # /usr/local was on /dev/sdb1 during installation
error->    UUID=21cb9483-d709-48c7-b45c-0432f0cb1049 /usr/local      ext4
defaults        0       2
           # swap was on /dev/sda1 during installation
           UUID=c0c097e8-a1e5-44d6-af66-dc26103c5015 none            swap    sw
