You seem to have had some other version of mysql installed:
Setting up mysql-community-server (5.6.38-1ubuntu14.04) ...
./usr/bin/mysqld_safe: 637: /usr/bin/mysqld_safe: cannot create
/usr/data/admin-3046.err: Directory nonexistent
Logging to '/usr/data/admin-3046.err'.

What is this community server? Version 5.6.38 is not available for trusty in
the ubuntu archive:
$ rmadison mysql-server-core-5.5

Did you move from this 5.6.38 community version to the ubuntu version
which is 5.5.58 and that's when the error happened?

** Changed in: mysql-5.5 (Ubuntu)
