I had the same issue but traced it with strace to the dkms task. root 5155 5105 0 09:39 pts/3 00:00:00 /bin/sh /usr/lib/dkms/dkms_autoinstaller start 4.13.0-17-generic
I killed it several times before the routine finished. The only dkms module I had installed was nvidia-384 so I removed that package and killed the dkms task again several times. Then I restarted the machine to unload the stuck module and let dpkg finish correctly.
