I tried the 'sudo ubuntu-drivers autoinstall' recommendation from the thread that was linked here, but it didn't work in my case.
The behaviour is erratic. Sometimes a reboot would help, though mostly not. Sometimes the applications bar is responsive (can start applications), other times it's not. Sometimes the items on the Desktop are clickable, other times not.
