this is most likely a configuration issue of some sorts in snmpd.

Normally when installed it would run fine like:
● snmpd.service - LSB: SNMP agents
   Loaded: loaded (/etc/init.d/snmpd; bad; vendor preset: enabled)
   Active: active (running) since Wed 2017-11-15 16:30:13 UTC; 10s ago
     Docs: man:systemd-sysv-generator(8)

What does "$ systemctl status snmpd.service" report for you?
If there are any issues could the be fixed, as the service has to be 
(re-)starte on install/upgrade.
