With the patched r8169 driver Everything seems to be working properly on Arch when plugged in, so it must be something Ubuntu specific.
I am using bumblebee/bbswitch to disable the nvidia gpu. Where as Ubuntu uses something called "prime-select" to switch between GPUs. I am using kernel 4.13.11. Not sure what kernel Ubuntu includes.
