That package version is from an unsupported PPA such as https://launchpad.net/~rolfbensch/+archive/ubuntu/sane-git so this is not a bug in Ubuntu/Kubuntu, but is due to the use of git builds from a PPA that may not be compatible with the version dependencies of the official Digikam packages.
