The dependency on tar is not needed, as tar is marked as priority required, AND as essential, AND is depended on by ubuntu-minimal. So if you don't have tar, then you have done something very strange to your system, and you're on your own. I suspect that the original source of this change is that the reporter had a problem with zip, saw that tar was also an option, and so when filing the bug asked that both be added to the depends.
That being said, there is a problem that it doesn't depend on zip. I will be fixing the Debian package today to add that dependency and uploading a new version.
