Public bug reported:
After upgrading from 16.04 to 17.10 the keyboard layout on the initial
login screen is incorrect. It uses the German layout (z <-> y keys are
exchanged, QWERTZ instead of QWERTY), although I have set the following
in my /etc/defaults/locale:
