The number from iperf3 does show big difference between Windows 10 and
Linux.

Use speedtest.net to measure the speed, the gap is mainly on the upload
speed.

Ubuntu w/ Linux v4.14-rc4, latest linux-firmware.git,
cubic [1]:
Ping: 5 ms
Download: 82.29 Mbps
Upload: 59.94 Mbps

bbr [2]:
Ping: 4 ms
Download: 83.51 Mbps
Upload: 54.92 Mbps

Windows 10 [3]:
Ping: 3ms
Download: 84.08 Mbps
Upload: 76.56 Mbps
