I also confirm this. We had a power outage a few weeks ago..... We have 72 Ubuntu Dapper servers who rely on NFS for their operations. After those 72 servers rebooted, i had to log on manually to type "mount -a" on 72 servers!
This caused a lot of downtime which could have been prevented if Ubuntu mounts NFS correctly on boot.
