There are two related bugs to this:

The first is the original bug, which lead to disabling processing of
Router Advertisements by default. Netplan, when no IPv6 address exists
and DHCPv6 was disabled, would write extra config to not let systemd
allow RAs. This would avoid otherwise unconfigured interfaces get SLAAC
IPv6 addresses. This goes against the kernel's own defaults.

The second is a bug opened because of this change, which we accept as a
behavioral regression of netplan.

Given that we would be better served to follow the kernel's defaults,
and that MAAS can easily ship custom configuration for specific use-
cases (and that it was a "discussion bug", so not tied to a specific
need, otherwise fixed by an external change), and that we would do well
to be as permissive as possible and try everything we can to have a
network come up, I have reverted the change for bug 1655440.

This fixes 1717404, but reopens 1655440. To allow special use-cases to
ship their own configuration with the config they need, let's provide an
"accept-ra" key in netplan, that will be ON by default (but can be
toggled off when present) to allow bug 1655440 to be closed.

I am requesting a Feature Freeze Exception for this change given that it
is a new (though tiny) feature introduced in netplan past Feature
Freeze.
