I just installed the final version of kubuntu 7.10, and followed the instructions provided in the first post:
1.) Install kdmtheme and kde-kdm-themes 2.) Startup System Settings. 3.) Appearance > KDM Theme Manager 4.) Click the Administrator Mode... button. And enter admin mode. 5.) Check Enable KDM Themes. <--- this button is enabled default by kdmtheme code! * 6.) Select a theme. <--- the list is active and allow selections 7.) Can not click the Apply button. <--- as needed the apply button is triggered when you select other than the currently active theme. kdmtheme in kubuntu uses /etc/kdm.d/20-* as default settings, and 30-* as customized.
