It appears the release of gnome-control-center is delayed (https://bugs.launchpad.net/ubuntu/+source/gnome-control- center/+bug/1712797). Enabling the gnome3-staging ppa via (ppa:gnome3-team/gnome3-staging) allowed me to change the scaling factor again.
