This wasn't exactly the section of postinst that was causing the issue. I have a workaround for it in debian/rules: override_dh_installinit: dh_installinit --name dirsrv-admin -- defaults 15 85 vs override_dh_installinit: dh_installinit --name dirsrv-admin --no-start -- defaults 15 85

There is a adm.conf in the debian directory. But it doesn't seem to be used.
