I found another solution (the most obvious one lol)...Compile the XMMS plugin from source.
You need to first install "xmms-dev" package from Gutsy repos, as well as the basic "flac" package. Then surf on to Flac homepage at http://flac.sourceforge.net/ and grab the source tarball (I suppose its best to have the same version as the installed Flac of Gutsy, I used the 1.2.1 version source). Extract it, open in terminal, run "./configure" and "make" after that.
