Just a guess, but this bug may be in the ubiquity-frontend-kde package. If so, that would explain why the bug is NOT seen in Ubuntu, Ubuntu MATE, Ubuntu Budgie, or in any of the flavors that use the ubiquity- frontend-gtk package.
Unfortunately, the ubiquity-frontend-kde package doesn't seem to have its own bug submission page, but instead relies on bug reports submitted here, for ubiquity.
