I just tried Kernel 4.13 RC2. Nothing changed. I did not test your "ELAN0651" patch. Maybe both together could enable the touchpad...
However, it would be really helpful to me, if someone could give me a direction, how I can debug this problem. "cat /sys/bus/i2c/devices/*/name" does not show anything containing "elan", only the WACOM / touch screen part is visible.
