Public bug reported: Bug 1706163 is about how an apt-file hook was left on disk in /var/lib /update-notifier/user.d/ and while the DisplayIf command still exists the Command part does not, subsequently a dialog is presented with a "Run this action now" button which does absolutely nothing. The only way to get the dialog to disappear is by clicking Close.
While it is the responsibility of apt-file to remove this leftover file from disk, update-notifier should better handle the situation where the file was accidentally left behind.
