I am happy to report that after upgrading from the Gutsy RC to the final release, the splash screen now does appear.
In fact, I tried entering my actual screen resolution of 1440x900 in the usplash.conf and it worked. It also worked with 1280x800 which was recommended above. What I have yet to test is whether this works out of the box with a fresh Gutsy install, rather than an existing install where the usplash.conf has to be tweaked.
