Started yakkety container with s390-tools 1.36.1-0ubuntu2. Using same test-case as zesty, getting bad udev rules. Upgrading to 1.36.1-0ubuntu2.2. Rerunning the test case. Getting correct udev rules with non-duplicate labels.
