It's not a bug and man page ping6(8) mentions it:

For IPv6, when doing ping to
a link-local scope address, link specification (by the '%'-nota‐
tion in destination, or by this option) is required.

However the error message "connect: Invalid argument" (with no help) is
very confusing and I believe many people need to google this issue.
