When using networkd as renderer for netplan the nameserver gets set via
DHCP but the search list is not picked up. This did work with ifupdown:

ubuntu@bar-zesty6401:~$ cat /etc/network/interfaces
...

ubuntu@bar-zesty6401:~$ cat /etc/resolv.conf

nameserver 192.168.2.1
nameserver 127.0.0.53

  version: 2
  renderer: networkd
  ethernets:
    eth0:
      dhcp4: yes
