This is not a bug of cups-filters, but a bug in the set of UDEV rules which comes with Linux distributions. To support your USB->Serial adapter correctly the UDEV rule which you mention in the upstream bug report needs to be added. And as such adapters support not only printers cups-filters is the wrong place for adding this UDEV rule.
