  when installing when it gets to configering apt, If it cant get an list
  of updates when installing with No internet, it removes All all download
  sources/repositories and update repositories/sources it should Never
  turn off the updates
  
  its done this in Ubuntu and Kubuntu
  
  allso the Network manager should allways Look for an IP address from
  DHCP as i have to click offline and back to Online to get it from
  0.0.0.0 IP address some times when in side VMware
  
  i have tested inside an VMware box with network disconnected this bug
  has only happend in 7.10 not 7.04 and lower

  i have now allso tested this problem on an Live PC with the network cable 
Unpluged and it does the same thing
  
  i have marked this as an security vulnerability but its more it Can make an 
security vulnerability 
  if the user does not know how to turn them back on thay never get updates 
(check for update says no new updates)
