How this bug is related with this one
https://bugs.launchpad.net/ubuntu/+source/tz-brasil/+bug/138652?

Why the package tz-brasil is necessary? The package tzdata is not enough?
If not, how the brazilian users will now that they have to install tz-brasil to
keep
their time correct? Should the tz-brasil package be installed by default (like
broffice.org)
when locale is pt_BR?
