Public bug reported:

I have setup a new installation in a VirtualBox guest environment. I
have 2 NICs both as simulated Intel Pro. The DHCP is not started nor a
configured static IP is assigned. When I start manually via dhclient the
network is up and running with no problems. It is a standard
installation, no special settings. Restarting networking does not help.
