Well, 5 years later this bug is irrelevant. No, it does not occur in 16.04. Nor does the Toggle-Shade event even work. It hasn't for several years. I understand that's a Unity/Compiz bug, which will be obsolete in a few months anyway with the advent of Gnome Shell in Ubuntu 17.10. So it's probably not worth any effort at this point.
I have confirmed that Toggle-Shade does work in 17.10 with Gnome-Shell. So, yay!
