A possible cause is a partially removed previous installation of MySQL:
/etc/init.d/mysql script is present (this script tries to use 
/etc/mysql/debian.cnf to ensure any running servers have been shut down), but 
/etc/mysql/debian.cnf has been removed.

Try deleting /etc/init.d/mysql and reinstalling
