That patch that fixes the problem has been applied in Ubuntu for way more than 'couple of years'
Unfortunately using right keys for modifiers doesn't work well with people who use 10 finger typing - they are used to press certain keys with certain fingers - to speed up their typing, and using wrong hand slows things down and leads to errors.
