I think it is a great idea.  The point is to minimize the repository
load for Canonical, not just for ISO release, but for the package
updates during and after release as well.  I actually think it would
be more efficient than trying to route people based on their location.
 Torrent protocol does that automatically for you :-)  It would be a
cool feature.  If it really works, think about the impact of having a
simple GUI option to enable this at some tested point off in the
future -- which would really make a Ubuntu cutting-edge, peer-oriented
support structure.  It would help Canonical save lots of money too...
