bug 1435823 holds already a lot of information - I recommend reading that for 
anyone working on this bug.

Actually I wonder what else is involved to trigger this.
I installed mysql-server-5.[67] on Trusty, Xenial and Zesty and checked but all 
started fine and created the dir as needed.

I didn't find that clearly on the old bug, but is that a racy issue that
only occurs sometimes?
