Regarding joining or helping out as a package maintainers (unfortunately
a lot of packages in Ubuntu don't have dedicated maintainers), it looks
like https://wiki.ubuntu.com/UbuntuDevelopers#Per-package_Uploaders
might be a place to start.

I looked a bit into this and found that the Debian maintainers have
packaged a version of 0.16, albeit only in the experimental archive so
far, see https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=852078 for
details. Normally new versions are only added to the development
version, though they may be backported to older, stable releases
(https://help.ubuntu.com/community/UbuntuBackports) or adding specific
critical fixes (https://wiki.ubuntu.com/StableReleaseUpdates)
